1. I'm not sure what exactly this video is but it seems to be a short film and is definitely entertainment. It has plenty jazz music from Duke Ellington and singing by Mae West. I think it is an excerpt of a movie that played in theaters in the 1930s.
2. Just because times were hard didn't mean that people didn't go to movies. If anything, they needed entertainment more than ever. Movies were especially popular because you would pay once and you could stay in the dark theater away from the burdens of normal life for hours on end. Movies would play back to back. Jazz became very popular during the twenties and thirties so it is very present in this clip.
3. In the beginning of the video, the NRA was the National Recovery Administration is listed, therefore I assume that this was funded by the NRA under Roosevelt in 1933. I can imagine being hungry for a relief from the stresses of this hard life, an escape from it all where at least for a while you forget your troubles. I wonder if famous actors and actresses revenues were taken over by these Federal programs or not. Unless people did really spend every spare dime on entertainment and the entertainment business was doing fine.
